We are upgrading our Stellar Mainnet and Testnet infrastructure to stellar-core v28.0.0 and Stellar RPC v28.0.0. This is a critical, consensus-breaking protocol upgrade implementing Protocol 28 (CAP-0083, CAP-0085, CAP-0086), including mandatory overlay version changes. During the maintenance window, brief interruptions to RPC availability may occur.

RPC changes:
- Stricter SEP-23 strkey payload length validation — requests using malformed strkeys, previously accepted, will now be rejected. Fixed a bug where getEvents could miss events on multi-filter requests.
